Legislative Requirements for JHSC
In general, the number of workers at your place of employment determines your needs for a Joint Health and Safety Committee:
- 1 to 5 Workers: A JHSC or health and safety representative is not required unless affected by a designated substance regulation.
- 6 to 19 Workers: One health and safety representative chosen by the workers is necessary. If a designated substance regulation impacts your workplace, a JHSC is required. JHSC training is recommended, but not mandatory.
- 20 to 49 Workers: Establishing a JHSC is obligatory. Requisite training is mandated.
- 50+ Workers: Your workplace must have a JHSC with at least four members, with equal representation from workers and management. Requisite training is mandated.

Part 1
JHSC Part 1 training is the start of the CPO-approved JHSC committee certification and process and is a three-day certification program. JHSC Certification Details
Part 1 Completion and Registration: Upon successfully completing Part 1 training and passing the compliant exam, participants receive a Certificate of Completion. Their achievement is officially registered with the Ministry of Labour, Immigration, Training and Skills Development (MLITSD), which helps with tracking for future Part 2 and Refresher Training.
Part 2 Deadline: Part 2 training must be completed within one year of finishing Part 1. If this deadline is missed, the Part 1 training is no longer valid, and the participant must retake Part 1 training before they can proceed with Part 2.
Certification Validity: Once both Part 1 and Part 2 training are successfully completed, the full certification is valid for three years.
Maintaining Certification: To maintain certification status, certified members must complete a JHSC Refresher training course before their three-year certification period expires.
