Act First Safety now offers Instructor led ‘Joint Health and Safety Committee (JHSC) Certification’ training for Part 1 and Part 2. We are a ‘Ministry of Labour/Chief Prevention Officer(CPO)’ approved training provider.

We train your JHSC members to meet the Ministry of Labour enforcement standards. Most companies operating in Ontario with 20 or more employees are required to have a Joint Health and Safety Committee (JHSC) that meets the requirements legislated in the Occupational Health and Safety Act (OHSA).
The purpose of a Joint Health and Safety Committee (JHSC) is to identify potential health and safety issues related to their workplace(s) and bring these to the attention of the employer.
How to Determine if You Require a Joint Health and Safety Committee
No. of Workers Legislative requirement:
1 to 5 You are not required to have a JHSC or a health and safety representative unless a designated substance regulation applies to your workplace. 6 to 19 You are required to have one health and safety representative who is selected by the workers they represent. If a designated substance regulation applies to your workplace, you are required to have a JHSC. 20 to 49 You are required to have a JHSC. The committee must have at least two (2) members, one to represent the workers, and the other to represent management. 50 plus You are required to have a JHSC. The committee must have at least four (4) members, two members to represent the workers, and the other two to represent management.

The Occupational Health and Safety Act requires at least two members of your JHSC to be certified by the Ministry of Labour. This is achieved by successfully completing Part 1 and Part 2 of JHSC Certification Training. One of these members must represent the workers, and the other represents management for the employer.

Joint Health and Safety Committee Certification
Part 1: Three-day, instructor-led training based on adult learning principles. A variety of teaching methods to appeal to all learning styles and literacy levels. General health and safety knowledge – applies to all workplaces.
Part 2: Our experienced instructors use realistic, interactive techniques that help participants relate to their own experience and address specific hazards that may be present in their workplace.
Who Should Take JHSC Training
Joint Health and Safety Committee Members
At least 1 worker and 1 management representative must complete the JHSC Certification Training.
At least 1 worker and 1 management representative must complete the JHSC Certification Training.
It may be beneficial to have more JHSC members than required take the Certification Training to provide continuity and a broader base of OHS knowledge in the workplace.
Refresher Training: JHSC Members trained under the new Ontario standards will be required to take Refresher Training within three years of becoming certified, and every three years thereafter to maintain their certification.

Part 2 Learning Objectives
Part 2 certification training focuses on strengthening participants’ understanding of the RACE methodology (Recognition, Assessment, Control and Evaluation), and teaches problem-solving techniques they can apply to hazards they encounter in their workplaces.
Part 2 topics include:
- Reviewing key concepts from JHSC Part 1 training
- Learning to use the process of hazard recognition, assessment, control and evaluation
- Applying the RACE methodology to each hazard module
- Creating a draft action plan and recommendations for safety

Certification
Participants who complete Part 1 and Part 2 JHSC Certification Training and pass a Ministry of Labour (MOL) exam following Part 1, receive individual Certificates of Completion from the MOL. This certificate is valid for 3 years.
